Jack Stiles rescues the niece of President Thomas Jefferson. When the President finds out she has been thanking him in bed, he banishes Jack to Palau-Palau, supposedly to stop Napoleon's plans for world domination. Jack is appalled when he finds out his contact is a woman, but together he and Emilia Rothschild manage to complete their first mission.

After foiling an assassination attempt on Governor Croque during a dinner party, Jack and Em meet with Annie, the would-be assassin, who tells them the sad story of her parents, jailed for non-payment of the governor's taxes. They promise to help her. Jack's primary mission though, is to retrieve gold stolen from an American ship by the governor. Em's new invention, elastic rope made from the sap of the rubber plant, should allow the Dragoon to swoop down from a bridge and snatch the gold in transit to the governor's vault. When that plan is spoiled by the arrival of Captain Brogard, the only option remaining is to crack the governor's vault.

Emilia and Jack steal a local idol of the long-dead Walla Walla Bing Bangs from its temple, but discover the person trying to kill them is a member of that tribe. Meanwhile, Croque has found the idol and they must recapture it to reverse the death sentence.

After sampling a special wine, Emilia and Jack wake up in bed together with no memory of how they got there. They discover that Napoleon is planning on sending that wine to all the world leaders to subjugate them. To foil his plan, they must destroy the drugged wine.
